MUNCIE, Ind. (August 26, 2020) –
The Muncie Sanitary District (MSD) Board of Directors has named a new District Administrator to fill the interim position that has been held for the last year by Board Member Bill Smith.
John C. Barlow will be the new MSD District Administrator.
The Board of Directors has the authority to hire this position and conducted a search for a candidate that would be able to lead the District into the future and knows the many facets of operations. Barlow previously held the position of Superintendent of the Muncie Water Pollution Control Facility. (WPCF) The WPCF is a 24-hour and 365-day a year operation. John has overseen approximately 75 Million dollars’ worth of improvements during his tenure at the plant, and currently manages 34-employees.
John began his career in the wastewater profession in 1982 as a laborer on the afternoon shift at the Muncie WPCF. He advanced to an Operator’s position and obtained his Class IV certification from the Indiana Department of Environmental Management (IDEM). John has held positions of Plant Operator, Shift Supervisor, Operations Manager, Maintenance Manager, and Land Application Manager. In 2008 he became Superintendent of the WPCF.
“Because of John’s tenure with the district and the fact he has run the WPCF and has a working knowledge of all the departments, he was the best-suited candidate to now run all operations,” said Bill Smith Board Member.
John has been a member of the Water Environmental Federation (WEF) Indiana Water Environmental Association (IWEA) and the Central Indiana Operators Association for over 20 years. He is a member of the IWEA 20 Year Club and the WEF Quarter Century club. John has a bachelor’s degree in History from Ball State University. John has been a lifelong resident of Muncie and married to wife Sherry, and they have two sons.
