WPCF Staff

The Plant Superintendent is John Barlow. John has been an employee since 1982 and holds a Class IV Municipal License issued by IDEM. John started as a laborer and advanced to an Operators position. Since then he has been the Land Application Supervisor, a Shift Supervisor, Maintenance Manager and Operations Manager for the Muncie WPCF. John is a member of IWEA, WEF, and CIOA. John is a member of the IWEA Twenty Year Club and a member of the WEF Quarter Century Club.

Erin Wilson is the Administrative Assistant and is responsible for the day-to-day operations of the various control systems throughout the Plant and also serves as liaison/Project Manager during construction projects. Erin holds a Class IV Municipal License through IDEM and has been an Operator, a Shift Supervisor, and a Project Manager for both Phase I & II construction projects. He is a member of WEF, IWEA, and CIOA.

The Maintenance Manager is Rex Smith and is responsible for the maintenance of the equipment both on-site at the facility and the lift stations and flood stations throughout the Muncie Sanitary District. Rex has been an employee since 1984. Rex holds a Class I Municipal License from IDEM. Rex has been an Operator, the Maintenance Working Foreman as well as the Operations Manager for the Muncie WPCF. He is a member of WEF, IWEA, and CIOA.

The Working Foreman for maintenance is Greg Buckner. The Maintenance Department is responsible for the facility, 24 lift stations, and 4 flood stations. Included in the Maintenance Department are two full time licensed electricians. Greg holds a Class II Municipal License through IDEM.

The  Operations Manager is Jason Ingram. Jason holds a Class IV Municipal License through IDEM. The Operations Manager is in charge of managing the Operators, Plant processes, including Belt Presses, Laborers, and all WPCF Plant treatment processes. Jason is a member of IWEA, WEF, and CIOA.

Office Manager, Jill Harris. As the Office Manager, Jill is in charge of purchases and record keeping.
