The People of the Muncie Sanitary Board
Tom Bennington, President of the Sanitary Board of Commissioners, holds a Bachelors Degree from Ball State. He has served as a Delaware County Commissioner where he was jointly responsible for 500 employees. Tom's efforts in economic development, as a team member, contributed to the creation of over 2500 jobs and millions of dollars in investment for Delaware County. Tom is past president of the County Commissioners, Delaware County Drainage Board, Stormwater Board and the East Central Indiana Solid Waste District. Tom also served as the Utility Superintendent for Anderson. During his time in Anderson he led the transformation of Anderson's WWTP from the EPA's Significant Noncompliance category to the designation of Best Large Advanced WWTP in the six states of EPA Region 5. Tom also worked for the MSD for 10 years as the Maintenance Supervisor at the WPCF. Prior to his retirement he held a Class IV Operator's license from IDEM. If you have talked to Tom for even a few minutes you quickly realize that among his greatest attributes are his fairness and leadership by example and you are very quick to pick up his military background. Tom in fact is a retired Master Chief of the United States Navy where he was responsible for the performance of over 1,000 enlisted men and women with the maintenance and support of 65 aircraft. Tom also served as Maintenance Chief of the Navy's "Blue Angels." Tom is also currently serving on the Board of Trustees, East Central Region, Ivy Tech State College.
Steven Murphy is Vice President for the Board of Sanitary Commissioners. Steve has been an Attorney with DeFur Voran of Muncie since 1976.. Steve attended Wabash College and Duke University Law School. He has been a trial lawyer for most of his practice, representing a wide range of clients in diverse areas of litigation. Currently he serves as a mediator and arbitrator and represents several educational and municipal clients. Steve is married to Lisa, and between them they have six children. He is active at the YMCA and at the inner city church, Blood N Fire.
Teresa Ford remains as the Board Secretary and has worked at First Merchants since October 2000 in the HR Services. Just recently Teresa was named Vice President and Director of Transactional HR Services and Senior HR Manager (congratulations). Teresa is SPHR (Senior Professional in Human Resources) certified and is a Certified facilitator for MBTI (Myer's Briggs Type Indicator). She has her Bachelor Degree in
Organizational Leadership from Anderson University and her MBA through Anderson University.
